Wigan Athletic manager Roberto Martinez was left to rue a controversial penalty award after his side lost 1-0 to Birmingham City.
Mario Melchiot was adjudged to have brought down Keith Fahey in the box on the stroke of half-time but replays showed that there was minimal contact.
Martinez told Sky Sports: "When I watched it live it looked a soft decision. Obviously now, watching it on the replay, obviously it's not a penalty.
"If there is any contact, it's not enough contact to be a penalty. We're in the middle of certain decisions that are going against us and they're not going our way."
But the Spaniard admitted his side failed to spark: "I think the first half performance wasn't good enough. I think we need to be a lot better than that.
"The reaction was there second half, the way we approached the game and the way we put a lot of pressure on Birmingham.”
