
The Wanderers’ former England Under 21 defender had been due to join up with the 'Soca Warriors' for last night's World Cup qualifier.
However, a passport problem meant he didn't travel for the Warriors’ vital qualifying match against El Salvador.
But he could still get his chance as they still have three other qualifiers coming up in September and October.
"Everything was put in place but he missed a deadline to collect his Trinidad and Tobago passport in London," explained manager David Muhammed.
"We could still have flown him in because J Lloyd wanted to be part of the squad.
"However, the problem with Jlloyd is there is a mandatory 72-hour period for the registration of a player with a passport number and we could not register him if he did not have the passport."
Trinidad and Tobago face an uphill task to qualify as they current prop up the six-team CONCACAF group and only the top three sides automatically qualify.
Samuel hopes to play for the country of his birth against the USA on September 9.
