Kolo Toure has agreed terms with Manchester City and will undergo his medical this week.
The Ivory Coast international is expected to arrive at Eastlands for a fee of around £15m
City have spent over £70m already this summer on Roque Santa Cruz, Carlos Tevez, Gareth Barry and Emmanuel Adebayor, and Toure looks set to become the first defender to arrive this summer.
City have been frustrated in their attempts to sign England and Chelsea captain John Terry, as well as Everton's Joleon Lescott, but it now appears Toure will join the City revolution.
Meanwhile Aston Villa manager Martin O'Neill has claimed Manchester City's free spending could see them win the the Premier League.
"If Toure comes - and they still haven't stopped spending - they have as good a chance as anyone of winning it."
O'Neill also remarked that the situation at Eastlands reminds him of Roman Abramovich's takeover of Chelsea;
"This situation at City reminds me of Chelsea about five years ago - you can have great success if you can accumulate a group of top-quality players over a short period of time.
"There's part of me that's actually quite excited to see how they will do. It's as if the Premier League has been reinvented."
