Blackburn Rovers fail with opening bid for Arsenal and Liverpool target Cisse

Blackburn Rovers will reportedly need to improve their offer if they are to land Freiburg striker Papiss Cisse.

The Daily Mail claims Rovers are battling with Dynamo Kiev for Cisse.

Kiev have turned their attention to the Senegal striker after missing out on their top target Oscar Cardozo of Benfica.

Rovers are believed to have had a £6 million bid for Cisse rejected last month, with the German side demanding more than £13 million.

The Ukrainians are are believed to be ready with a bid closer to £10 million for the 26-year-old who has also been watched by Arsenal, Liverpool and Fulham.
