Sky Sports claims Rovers boss Steve Kean is eyeing the Northern Ireland international.
It is understood that Rovers face competition from his West Bromwich Albion counterpart Roy Hodgson.
It is believed that both clubs tried to sign the full-back from their Premiership rivals in the summer transfer window.
